The more they negotiated the price down or add-ons &amp;quot;given&amp;quot; to them by the builder, the higher the interest rate or loan origination fees which were tied to the offer. &amp;nbsp;So in the end there was very little benefit if any.&amp;nbsp; This was equally frustrating for many lenders who knew they were providing the better deal but lost the loan due to the enticements offered by the builder.&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;span style="font-size:10pt;color:black;font-family:'Arial','sans-serif';"&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;span style="font-size:10pt;color:black;font-family:'Arial','sans-serif';"&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;span style="font-size:10pt;color:black;font-family:'Arial','sans-serif';"&gt;&amp;nbsp;Well HUD (housing and urban development)&amp;nbsp;is on the way to fix that.&amp;nbsp; According to RESPA (real estate settlement and procedures act), builders have been manipulating &lt;strong&gt;new home buyers&lt;/strong&gt; for way too long and they are going to regulate and enforce that a &lt;strong&gt;new home buyer&lt;/strong&gt; They continue to change daily and many prospective buyers I meet are in denial or give me that deer in the headlight look when I explain the new rules of credit and what they need to do before and during the home buying process.&lt;/span&gt;&lt;/p&gt;&lt;/span&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;span style="font-size:10pt;color:black;font-family:'Arial','sans-serif';"&gt;&amp;nbsp;&lt;/span&gt;&lt;span style="font-size:10pt;color:black;font-family:'Arial','sans-serif';"&gt;FNMA (Fannie Mae) is going to institute a new rule prior to FUNDING the loan....meaning when all is signed and ready for the wire to be sent to the closing attorney.........they are going to pull a new credit report.&amp;nbsp; IF the scores have moved down or any new debt is discovered, the loan will NOT close.&amp;nbsp; It&amp;#39;s still up in the air how many points it moves, but we have heard even 1 point lower will kill the deal.&amp;nbsp; Borrowers with credit scores less than 580 will be required to put down at least 10%. Stevens would not comment on what percentage of FHA borrowers would fall under the latter category.&lt;br /&gt;&lt;br /&gt;FHA will also reduce allowable seller concessions from 6% to 3% to make FHA&amp;#39;s program consistent with the marketplace and reduce the risk of price inflation at the time of purchase.&lt;br /&gt;&lt;br /&gt;Stevens said FHA will seek to increase its enforcement of standards on FHA lenders by first publicly reporting lender performance rankings as of February 1st. This will &amp;quot;hold lenders more accountable&amp;quot; and keep them informed of where behavioral expectations should be within their peer group.&lt;br /&gt;&lt;br /&gt;FHA will be pursuing legislative authority to increase enforcement through additional amendment to the National Housing Act that would apply indemnification provisions to all direct-endorsement lenders and would essentially require lenders to assume liability for all loans they underwrite.&lt;br /&gt;&lt;br /&gt;Stevens said FHA is also pursuing legislative authority that would permit it to establish separate &amp;quot;areas&amp;quot; for purposes of lender review and termination under the credit watch initiative. The tax credit will be extended upon enactment until April 30, 2010. &lt;/p&gt;&lt;p align="left"&gt;3) A $6,500 credit is available to homebuyers who have been in their current residences for the last five years or more.
